We've been following this issue closely, and have added additional tracking to help the identify the cause of the problems from yesterday. However, while there is some indication that the issue was related to a more widespread internet outages, we can't say definitely this explains everything we saw yesterday, due to a lack of data. Based on our current monitoring the problems does seem to be resolved today, so for now we're just keeping a close eye on things.
We're receiving multiple reports from users that the connection to the dialer application is sporadically failing. We're currently investigating the cause of these problems
